Request for Proposals: Development & Implementation of an Outcome-based Evaluation Framework

Evaluation Framework

Mentor Canada and its project partner Mentorat Québec, seek a bilingual evaluator to conduct an outcome based evaluation for a multi-year project focused on building the capacity of organizations in male-dominated sectors to design, implement, and evaluate mentoring programs to foster the inclusion of women and gender-diverse employees. The project will have an impact on 3 stakeholders: the organization, the mentor, and the employee (mentee). By the end of the project in March 2026, the project will generate systemic change to advance women’s economic security and prosperity. The work will be guided by an advisory committee and stakeholder consultations.

Deliverables and scope of the evaluation

The evaluator will be responsible for developing the evaluation framework. The evaluation
framework should be comprised of the following:

  • The evaluation approach (anticipated approach: participatory evaluation)
  • Identifying indicators and metrics (including indicators demonstrating system impact related to women's economic security and prosperity)
  • Determining data collection methods (anticipated mix of quantitative and qualitative)


The evaluator will be responsible for overseeing the project evaluation including:

  • Supporting and guiding the pilot evaluation of the 1st iteration of the modules for organizations to design, implement, and evaluate an inclusive mentoring program
  • Collecting, reviewing and gathering data;
  • Organizing, interpreting and analyzing evaluation data;
  • Writing 2 annual interim evaluation reports
  • Writing final project evaluation report

We anticipate that evaluation activities will take place virtually, with direction and oversight provided by Mentor Canada.

Evaluator qualifications

The evaluator or evaluation firm should possess the following qualifications:

  • Over 5 years of experience evaluating complex projects working towards systemic change
  • Demonstrated experience evaluating projects related to gender equity and intersectionality
  • Experience with quantitative and qualitative evaluation methods
  • Experience with participatory evaluation approach or similar approach
  • Experience working with small non-profit organizations
  • Ability to work in French and in English
  • Ideal candidates and/or firms will be Canadian based and have strong connections to diverse communities and both official language communities across Canada.

Estimation of the cost

The maximum total amount for the project is $60,000.

Timeline and milestones

The project will start in September 2024 and conclude March 31, 2026.

All submissions should include the following components: Cover Letter, Contact Information, Information about Consultant and/or Company, Proposed Work Plan, Relevant Project Experience, Three Customer References, and Detailed Financial Quote including travel related costs and taxes.
